Obviously a new recruiting and propaganda campaign has begun, and the position at Shataukok is not satis-

factory. The notice posting and continued activity of the Lung Kwan (Peasants Army) there is having a bad

effect on the morale of the Chinese inhabitants and

native police. I understand that fresh notices were

again posted soon after my departure.
